His Excellency Mr. Mohamed Salah
Dembri, Ambassador Extraordinary and Plenipotentiary of
Algeria to the Court
of St James’s.
Mr. Mohamed Salah Dembri is a career diplomat with a “Minister
Plenipotentiary hors-classe” rank,
who graduated and post graduated from
the Sorbonne University (Faculty of Arts and Social
Sciences).
He was Secretary General of the Ministry of Foreign Affairs (1979-1982) and
Minister of Foreign
Affairs (1993-1996).
He also held high positions in the Algerian government notably as Secretary
General of the Ministry
of Higher Education and Scientific Research,
Secretary General of Labour and Social Affairs,
Ambassador of Algeria in
Canada, Advisor to the Head of Government for political and diplomatic
affairs, Ambassador to the Hellenic Republic before being appointed in 1996
as Algeria's Permanent
Representative to the United Nations Office in
Geneva and at the same time Ambassador to the Holy
See with residence in
Geneva and since September 2005, Ambassador to the Court of Saint James’s.
During his previously held posts, Mr. Dembri took part in the drawing up and
implementation of his
country’s foreign policy. He took part in numerous
international conferences and inter-state
negotiations (issues between the
French and Algerian States, the liberation of the American hostages
in
Teheran, North-South dialogue, global negotiations, the
Euro-Mediterranean Conference of
Barcelona in 1995 etc…). In Geneva, he
chaired the Conference on Disarmament in 1999 and was
unanimously elected
Chairperson of the Working Group on the Right to Development in 2000 and
2001. He was also unanimously nominated Chairperson of the working Group on
Situations to the
Commission on Human Rights in 2001, 2002 and 2003 and
Chairman of the Executive Committee of
the International Organisation for
Migration in its 101st session in 2004.
Mr. Dembri was also involved in the handling of important dossiers related
to the development of
Algeria (Higher Education Reform, the organisation of
Scientific Research, the reform of Employment
and Social Laws). He founded
the National Institute for Global Strategic Studies of which he set up
the
original by-laws. He is the author of many articles and surveys which have
been published in
scientific and specialised journals.
Born on 30 January 1938; he is married and the father of two children.

The prerogatives of
the Algerian Ambassadors:
In accordance with presidential decree number 02-406 of the 26th of
November, 2002 on the
prerogatives given to the ambassadors of the People’s Democratic Republic
of Algeria:
The Algerian Ambassador is the representative of the President of the
Republic who accredits him as
the State’s and the Algerian Government’s plenipotentiary to one or several
States or one or more
international organisations of accreditation.
The Ambassador is particularly responsible for:
•Informing the Government, by the channel of the central administration of
the Ministry of Foreign
Affairs, about the situation in the country or the activities of the
international organisation to which
he is accredited
•Providing the Ministry of Foreign Affairs with elements enabling it to
have a clearer view of
international issues
•Informing the authorities of the country or of the international
organisation to
which he is accredited, about the political, economic, social and cultural
situation in Algeria
•Making known government policy abroad
•Contributing to the drawing-up of Algeria’s foreign policy and preserving
its influence on the
international scene
•Promoting Algeria to the authorities of accreditation
•Strengthening friendly and cooperative relations with the country or the
international organisation to
which he is accredited and to work towards the expansion of these
relations
•Assisting Algerian companies, media and organisations in their
relationship with their foreign
partners.
•The Ambassador ensures the protection and promotion of Algeria’s interests
in the country, or
within the international organisation, to which he is accredited.
•The Ambassador is associated with the preparation and the progress of all
negotiations with the
country or the international organisation to which he is accredited. He
could be asked to head these
negotiations.
•Unless there powers are formally delegated to another Algerian
plenipotentiary by the Ministry of
Foreign Affairs, the Ambassador is authorised, within the framework of his
accreditation to the
country or the international organisation concerned, to initial and sign
agreements reached between
Algeria and this country or organisation.
•The Ambassador sets out all initiative recommendations or proposals so as
to ensure a unity of
action towards the country or the international organisation of
accreditation.
•The Ambassador ensures that Algeria’s real situation as well as its
stances are presented to the
authorities of accreditation and to foreign public opinion.
•He develops channels of communication and public relations by every means
possible and through
every appropriate medium.
•The Ambassador works on the expansion of economic relations and the
promotion of commercial
and partnership exchanges with the companies of the country of
accreditation.
•The Ambassador works to promote the influence of Algerian culture and
initiates all actions to help
expand cultural relations with the country of accreditation. He ensures the
improvement of
exchanges between scientific and cultural institutions, organisations and
establishments of both
countries.
